Bottles didn't carbonate, anything I can do?

I've had a similar issue with a brew. I just shook the crap out of it and 2 weeks later it was carbonated. The better solution would be to add some more priming sugar though.

Is brew with burned steeping bag safe to drink?

I've done the same thing with a hop sock. I'm pretty sure there nothing in them that could be harmful IMO. I was lucky and did if with an IPA so couldn't taste anything.

Fat in malted and unmalted barley

Neither has a discernible amount of fat. Unlike oats. With oats the fat lends to the creaminess you taste in say oatmeal stouts.

Fermentation vessel too small for beer kit

Simple rule: 23L for a 30L vessel. Scale appropriately. This allows enough room for the head / krausen to form and not overflow (most of the time).

How can I permanently mark my carboys?

I know it's not permanent but have you tried duct tape? The silver stuff. It is pretty much a forever thing and much less hassle then etching etc. especially of you make a mistake.

My simple rule of thumb for brewing: primary: 2 weeks bottle: 3 weeks plus at room temp, standing upright. Haven't had any issues yet.

IMO it's not a big deal unless you are entering your beer in a competition. However if you want to try to clean it up try whirfloc tablets and maybe get a second vessel to transfer to before bottling.
